Most KDE applications have a "Report Bug..." option in the Help menu.

Click the URL to go to the KDE Bug Report Wizard on the web.

Enter a brief description of the bug...

...any possible reports that already cover your problem or suggestion are listed.

If nothing matches, go ahead and make your own report.
