"Looking at it" _is_ a quarter-loaf, and is useful -- but this isn't any
form of open-source, which is ultimately about the right to fork.

In other words, nobody has the right to continue PGP development if PGP
Corp. quits, at which point it becomes a dead codebase.  Which is a real
threat, since it's already happened once.

People tired of being jerked around by companies introducing and
then withdrawing software from the market thus are adapting gnupg, and
ignoring PGP even if it's in one of its "not dead yet" phases.
