font availability problem

As root, I have access to fonts in a wide variety of sizes, but as a user,
I can only get 10 and 12 point font sizes, which are too small for my
purposes.  This suggests that I don't have the permissions set properly
for some file or other, but I can't think what it would be.  Ideas?
